Mr. Dominguez has over 30 years of experience in fish and watershed ecology, shoreline/flood risk management, river science, regulatory permitting and compliance, and natural resource management.

Community Ecologist
Ms. Mostellar is an ecologist and ecosystems analyst with 8 years of experience in general field biology, wildlife ecology and rehabilitation, and data analysis (ecological and spatial).
Kaushalya Fernando, MIR

Ms. Fernando specializes in International Relations, Strategic Managment and Leadership, Sustainable Development, Landscape Planning
and Policy Development. With a strong background in environmental advocacy and policy, she manages projects involving coastal and uplands restoration that encourage sustainable practices, climate resilience and communal benefit. Her expertise spans across multiple sectors, ensuring that the projects she leads align with global environmental standards and contribute to long-term ecological balance. As a key team member at EcoAssets she brings her comprehensive understanding of international policies to advance green solutions and foster meaningful partnerships.
William Vogel, MS
Fish and Wildlife Biologist
Mr. Vogel Bill is a Fish and Wildlife Biologist with 45 years of professional experience, and has focused on imperiled wildlife during most of that time. He has expertise in forestry and forest ecology as well as in regulatory compliance
such as sections 7 and 10 of the Endangered Species Act. He was the primary negotiator
and implementation contact for some of the largest and most-complex Habitat Conservation Plans in
the Pacific Northwest, and ran the only HCP compliance monitoring program in the Nation. Bill was also
the alternate energy coordinator for the U.S. Fish and Wildlife Service in Washington State and a co-
author of the National Wind-Turbine Guidelines.

Ms. Brown is a skilled professional environmental consultant with over eight years of experience in the renewable energy, transportation, and transmission sectors. She excels in managing projects involving wetland delineations and habitat evaluations
across the United States with a strong focus on the Endangered Species Act. Her expertise includes leading renewable energy projects, authoring critical pre-NEPA documentation, and conducting comprehensive resource analyses, making her a valuable asset in environmental project management.
James Hearsey, M.Sc., PWS
Fisheries/Wetland Scientist
Mr. Hearsey is a certified Professional Wetland Scientist (PWS) has over 20 years of professional experience in fisheries and aquatic sciences
and regularly performs biological assessments, endangered species effects analysis and regulatory compliance assessments and monitoring. He conducts wetland and stream/habitat assessments, wetland ratings, mitigation planning and effects analysis reporting. James is familiar with aquatic and forest ecosystems throughout the West.
